EPA Targeted Brownfields Assessments
Batta Environmental Associates supports the US Environmental Protection Agency in conducting Targeted Brownfields Assessments (TBA). The purpose is to complete environmental assessments for the Voluntary Cleanup Programs in Region 3 States (Delaware, Maryland, Pennsylvania, Virginia, West Virginia) and the District of Columbia. These assessments include Phase I All Appropriate Inquiry (AAI) investigations compliant with 40 CFR Part 312. Recent Call Orders include:
- CO1: Former Lehigh Structural Steel Site - Phase I AAI and CO2: Former Arena Dressed Beef Site - Phase I AAI: Supported TBA activities for a Phase I AAI investigation compliant with 40 CFR Part 312. Follows ASTM standard E1527-21, addressing emerging contaminants like PFAS in Phase I ESAs.
- CO3: Quality Assurance Program Plan (QAPrP): Supported TBA activities during Phase II Environmental Site Assessments (ESA) through the creation of a QAPrP, outlining program purpose, data quality objectives, and sampling and analytical protocols.
- CO4: Barnetts School in Charles City, VA - Phase I AAI: Supported TBA activities for a Phase I AAI investigation compliant with 40 CFR Part 312. Follows ASTM standard E1527- 21, addressing emerging contaminants like PFAS in Phase I ESAs.
SCOPE OF WORK
Phase I, Former Lehigh Structural Steel:
BATTA coordinated with the EPA Work Assignment Manager (WAM). The EPA WAM provided essential background information, including a site access agreement and access links to prior investigations. BATTA prepared initial outreach material, incorporating an initial fact sheet for the site.
BATTA, in coordination with the property owner, conducted a site visit to gain a comprehensive understanding of the physical property. The EPA provided a Consent to Access the property.
BATTA compiled a Phase I Environmental Assessment per the AAI standard E1527-21. The EPA WAM guided BATTA on the necessity of a Phase I assessment. Upon completion, BATTA assisted the EPA in preparing an updated Phase I fact sheet, an updated Property Profile Form, and delivered a final Phase I report.
Phase I, Former Arena Dressed Beef Site:
Similar to the Lehigh site, BATTA initiated coordination with the EPA WAM, who provided necessary background information. BATTA prepared initial outreach material.
A site visit was conducted by BATTA in collaboration with the property owner. The EPA provided the required Consent to Access.
BATTA compiled a Phase I Environmental Assessment in accordance with AAI standard E1527-21. The EPA WAM guided BATTA. Further, BATTA supported the EPA in preparing updated documentation.
QAPrP Scope:
BATTA promptly coordinated with the EPA WAM, who provided background information on EPA Region 3's Quality Assurance program.
BATTA created a new QAPrP tailored to Batta Environmental's QA/sampling procedures, submitting it to the EPA WAM. The EPA WAM forwarded all QA documents to EPA's Applied Science & Quality Assurance Branch (ASQAB) for review/approval.
If ASQAB QAPrP review necessitated revisions, BATTA promptly resubmitted a revised QAPrP to the EPA WAM within 30 days from the date of the ASQAB review memo.
Phase I, Barnetts School in Charles City, VA Scope:
BATTA initiated coordination with the EPA WAM, who provided essential background information. Initial outreach material was prepared. A site visit was conducted by BATTA in coordination with the property owner, with the EPA providing the necessary Consent to Access.
BATTA compiled a Phase I Environmental Assessment per the AAI standard E1527-21. The EPA WAM guided BATTA, and upon completion, BATTA assisted in preparing updated documentation for the EPA.
